[Rpm-maint] [rpm-software-management/rpm] Ignore legacy signatures in rpm v6 packages (Issue #3852)

Split from #1570:

When reading v6 packages, we should not merge any >= 1000 tags from the signature header.
Those legacy tags might be mostly harmless, but they're also entirely useless and don't belong in v6 packages at all. Data not read or copied also cannot harm us...
