[Rpm-maint] [rpm-software-management/rpm] Toolbox integration with `make check` (PR #3857)

Enable `make check` to work from inside a [toolbox](https://containertoolbx.org/) container and adjust Dockerfile so that it can be used to build a toolbox-ready image.
