[Rpm-maint] [rpm-software-management/rpm] RemovePathPostfixes produces wrong .build-id symlink for the binary with removed postfix (Issue #3859)

vt-alt created an issue (rpm-software-management/rpm#3859)

For example in [systemd-standalone-shutdown-257.7-1.fc43.x86_64.rpm](https://dl.fedoraproject.org/pub/fedora/linux/development/rawhide/Everything/x86_64/os/Packages/s/systemd-standalone-shutdown-257.7-1.fc43.x86_64.rpm)
```
$ less systemd-standalone-shutdown-257.7-1.fc43.x86_64.rpm
...
drwxr-xr-x    2 root    root                        0 Jun 26 00:00 /usr/lib/.build-id
lrwxrwxrwx    1 root    root                       55 Jun 26 00:00 /usr/lib/.build-id/e5/e4e26e3fc9afaef4715afe0cd3701f871c5824 -> ../../../../usr/lib/systemd/systemd-shutdown.standalone
-rwxr-xr-x    1 root    root                   424488 Jun 26 00:00 /usr/lib/systemd/systemd-shutdown
```
Clearly, symlink should be to `systemd-shutdown` not to `systemd-shutdown.standalone`.
