[Rpm-maint] [rpm-software-management/rpm] `%global` run twice causing duplicated opts (Discussion #3871)

This a known quirk, indeed: https://rpm-software-management.github.io/rpm/manual/spec.html (see the section about BuildArch). Can't you place the macro definition *after* the preable, i.e. the tag definitions?
