[Rpm-maint] [rpm-software-management/rpm] A boldening format fix (PR #3873)

Normally, we only accept PRs to the `master` branch, not directly to stable branches (such as `rpm-4.20.x`). We only update the stable branches when actually preparing the next release, by cherry-picking (and possibly backporting) select commits from master. This ensures that the chronology of those commits is retained.

But in this case, since we've moved to the `scdoc` format recently (and don't plan to backport that into the stable branches), doing this fix on `rpm-4.20.x` is the right thing to do, so I'll merge now.
