[Rpm-maint] [rpm-software-management/rpm] Render man page references as hyperlinks in reference manual (Issue #3783)

dmnks created an issue (rpm-software-management/rpm#3783)

We already do this in the rendered man pages themselves as well as in release notes at rpm.org, but not yet with the in-tree reference manuals. Adding this should be easy, the logic exists in `docs/mkpage.in`, just needs to be generalized and applied to all `.md` files in the tree.
