[Rpm-maint] [rpm-software-management/rpm] RFE: add man page for the embedded Lua interpreter + its extensions (Issue #3785)

pmatilai created an issue (rpm-software-management/rpm#3785)

While working on #3617 it soon became apparent that we'll need a man page for the Lua interpreter too 😅 (obviously, doh)

This needs to cover
- all rpm specific extensions: rpm, posix
- the initialization sequence (ie how to package custom lua extensions)
- scriptlet interaction

(macro interaction is described in the new rpm-macros(7) manual)
