[Rpm-maint] [rpm-software-management/rpm] Add a man page for rpm queryformat (PR #3789)

Most of the content is taken from the original queryformat.md page as well as from the QUERY FORMAT section in the rpm(8) man page, both of which are also removed in this commit.  Some parts have been rewritten from scratch or updated to reflect the actual implementation as well.

Note that the URL for the scriptlet expansion document doesn't work yet. I'll add it to the rpm-web repo separately. It's basically a version called "latest" which will be a redirect to the latest stable release (i.e. 4.20.x right now).
