[Rpm-maint] [rpm-software-management/rpm] RFE: Add SHA3 header digest (Issue #3797)

Split out of #3642 because this is a totally separate thing:

We should add a SHA3 header digest to v6 packages. It may seem somewhat irrelevant, but there needs to be lessons learned from what happened with MD5 and SHA1: there will come a day when SHA256 is considered obsolete and systems might refuse to calculate such a digest at all. We may not need it now but adding this will make v6 that little bit more future-proof.

AC: 
- new rpm + signature tag for SHA3_256HEADER
- a disabler flag
- test the creation + verification
