[Rpm-maint] [rpm-software-management/rpm] Add a man page for rpm macro processor (PR #3781)

- moved expansion to the top
- postponed the Lua details to rpm-lua(7)
- clarified/fix the %{name:..} vs %{name   } calling convention + related docs, use consistently in the builtins documentation
- clarify shell expansion operation
- couple of examples added

One thing I remembered in the meanwhile: we figured out a better notation for the "Since x.y.z" remarks, that'll need updating throughout this whole thing.
