It would likely be a mess to do it now, but having the folder marked as documentation explicitly would avoid the heuristic you employ today that doesn't work in all cases
bootc is a really good example, in the doc folder there is an example 'tree' to show what the users should have, and one of the folder is empty (`/usr/share/doc/bootc/baseimage/base/sysroot`), so today it's always installed
