[Rpm-maint] [rpm-software-management/rpm] Enalbe running tests with a Python interpreter other than the system one (PR #3807)

We ran into test issues when testing our changes with Python 3.14 which isn't yet a system Python in Fedora. These changes made tests run and pass as expected.
