I'll leave the actual review to @dmnks as per GH auto-assignment but a couple of quick comments overall:
Whoa, that's a big one. OTOH it's mostly just rather mechanical looking changes, just like the move to stable ABI was.
I'll admit I had no idea of the scale of the thing we were asking for here :sweat_smile: so big thanks for working on this!
Python 3.10 is not an issue, especially now that RHEL 10 is out. The unwritten rule is that rpm needs to be compilable on RHEL-latest, and so we could go up to Python 3.12 if we needed to.
