[Rpm-maint] [rpm-software-management/rpm] Add a man page for rpm macro processor (PR #3781)

And `rpm-macro(7)` makes me think of the syntax of an individual macro :sweat_smile: , whereas we do list all the builtins etc here

But it's a fair point, there may well be a better name for it (as always). `rpm-macro-processor(7)` maybe but that's annoyingly long to type...
