[Rpm-maint] [rpm-software-management/rpm] Add a man page for rpm macro processor (PR #3781)

I'm starting to like this one. We're talking about "macro processor" in the man page, so it seem inconsistent to call the man page itself by some other name. Doh :laughing: And macroproc is indeed nicely consistent with macrofile, and helluva lot nicer to type than rpm-macro-processor. Lets call it `rpm-macroproc(7)` and be done with it...

I'll rename + squash once the other items have been addressed.
