[Rpm-maint] [rpm-software-management/rpm] RFE: add a man page for rpm scriptlets (Issue #3813)

RPM scriptlets have a build-side and an install-side and as such don't really fit into spec documenation alone. rpm-scriptlets(7) should cover stuff like
- describe all the scriptlets and their specialities
- calling conventions
- order of execution in transaction
- ...
