[Rpm-maint] [rpm-software-management/rpm] %triggerprein and %triggerun don't fail package install/erase (Issue #3815)

Spotted while looking into #2581:

%triggerprein and %triggerun are "pre-scriptlets" that execute before the actual package install/erase operation. All other pre-scriptlet failures cause the whole rpmte to fail and install/erase skipped, so for consistencys sake it seems we should do the same with %triggerprein and %triggerun too.

6.0 seems like the best opportunity do such changes in a long time, so...
