[Rpm-maint] [rpm-software-management/rpm] RPMTAG_SOURCENEVR should only be in v6 packages (Issue #3817)

Something I missed in https://github.com/rpm-software-management/rpm/pull/3755:
This tag is certainly harmless enough as such, but the v4 format is considered frozen now. Any new tags need to go to v6 only.
