Of the bigger rpm distros
- Fedora uses native systemd-sysusers instead of the script
- RHEL + derivates disable sysusers support entirely
- openSUSE and Mageia disable sysusers support entirely
- based on the above, I'd expect enterprise SUSE to disable it too

So maybe this isn't *that* critical in practise.
