[Rpm-maint] [rpm-software-management/rpm] RFE: tool for extracting the different sections from an rpm package (Issue #3843)

Every now and then one needs to look at the header or the signature or the payload by itself, and after a few rounds it gets a bit old to fiddle with od and dd and write a little python script to help etc. We should have a tool that lets you extract each rpm section bit per bit unprocessed, with a simple cli switch:
- lead
- signature header
- main header
- payload
