[Rpm-maint] [rpm-software-management/rpm] Make VcsUrl and VcsType separate tags. (Discussion #3972)

I don't think this makes much sense to split. With a tag like `git:https://something/`, it's trivial to select & paste the URL part into a browser. It's one or two mouse moves more than just clicking, but the difference is small. I don't think it's worth the troulble of introducing two new tags for this and convert existing files just to avoid this. And any higher-level tools should support display the URL as such.
