[Rpm-maint] [rpm-software-management/rpm] Make VcsUrl and VcsType separate tags. (Discussion #3972)

Okay, maybe pasting into browser is not the best example. Using it in spec for whatever reason is better example. Something like %{URL} should be possible without splitting the string manually. Especially on each use. How would adding a remote look like? ``git remote add upstream %{VCSURL}`` is much easier, when it is separate tag.
