[Rpm-maint] [rpm-software-management/rpm] rpm.execute() and rpm.spawn() seem unsuitable for file triggers (Discussion #4029)

FWIW, it's not clear to me what the alleged benefit from using Lua is supposed to be here. If it works better with a regular shell scriptlet, then by all means use that instead. These aren't something that would be running super early in an installation where the shell doesn't even exist yet.
