[Rpm-maint] [rpm-software-management/rpm] rpm.execute() and rpm.spawn() seem unsuitable for file triggers (Discussion #4029)

Okay, it *is* documented in the newish https://rpm.org/docs/6.0.x/man/rpm-lua.7#SCRIPTLETS but there's no mention in rpm-scriptlets(7) (but the latter isn't present in 6.0 anyway)
