[Rpm-maint] [rpm-software-management/rpm] rpm.execute() and rpm.spawn() seem unsuitable for file triggers (Discussion #4029)

@pmatilai Frankly I don't need either shell or lua for these since everything will be delegated to a helper binary anyway. If rpm had a third way to execute an external program for a file trigger (with appropriate handling to skip if the binary isn't installed and some way to pass extra options), that'd be even better than shell or lua.
