[Rpm-maint] [rpm-software-management/rpm] Export build script environment information to a well known location (PR #4026)

Changed the message to "Dumping <path to rpmbuild.env>" to make the new environment file more discoverable too.

Didn't add a test, this seems a bit noisy for that.
