[Rpm-maint] [rpm-software-management/rpm] Building upstream RPMs with upstream specfile -- auto `git archive`? (Issue #4034)

praiskup created an issue (rpm-software-management/rpm#4034)

It seems that `--build-in-place` is having some consequences:
- %prep is not executed
- %_sourcedir is used for builds
- there's no easy way to generate src.rpm from that

As such, it is probably hard to incorporate into
