[Rpm-maint] [rpm-software-management/rpm] 6.0 breaks rpmpgp_legacy (Issue #4038)

This would be more like rpmpgp_legacy ticket, but the repo lacks the ticket section. @mlschroe , can we enable tickets on that repo so we can move this there? And, I'd imagine similar needs may rise in the future too.
