[Rpm-maint] [rpm-software-management/rpm] Warn about unsupported operations in `--build-in-place` mode (Issue #4041)

dmnks created an issue (rpm-software-management/rpm#4041)

Some operations (currently) aren't meaningful in `--build-in-place` mode, such as `-bs` which can't magically produce a source archive from the exploded source tree. Instead of making it seem as though the operation went fine while producing a broken artifact, we should issue a warning instead. This goes for `-bs` but possibly other operations as well.

This was originally raised in #4034.
