Re. package ordering, proposed fixing this in dnf5 for now: https://github.com/rpm-software-management/dnf5/pull/2522.

Agree it'd be nice to have a knob built into librpm though. Perhaps a transaction flag or a global macro (actually, that would allow this to be completely transparent to dnf).
