[Rpm-maint] [rpm-software-management/rpm] RFE: add a rpm-dependencies(7) man page (Issue #4050)

Similar to rpm-scriptlets(7), dependencies are something that exist both in the spec and the produced packages, and to avoid duplicating a tonne of information they need to be covered in a man page of their own.
