I can see the problem, I'm not sure I agree with the solution.

This is quite similar to various other chroot-related issues where rpm can't know what the user intends (and often couldn't comply even if it did). This type of usage is quite different from the "traditional" chroot installs, and I think best served by an explicit flag to perform one way or the other.
