[Rpm-maint] [rpm-software-management/rpm] Document that rpmtsOrder() output depends on package addition order (PR #4054)

Drop the "For reproducible builds..." part and I'll hit merge.

In an rpm context, a build relates to things done with rpmbuild(1) and rpmtsOrder() doesn't relate *at all*. And, that goes into opionated territory. Just stating the behavioral fact seems enough to me.
