[Rpm-maint] [rpm-software-management/rpm] rpm2archive processes file arguments even if - is specified (Issue #3923)

pmatilai created an issue (rpm-software-management/rpm#3923)

`rpm2archive - aa.rpm bb.rpm` processes the standard input first and then continue with the named arguments.
In the - mode, no further file arguments should be handled.
