[Rpm-maint] [rpm-software-management/rpm] rpmdeps --provides/--requires/--conflicts etc should be conflicting operations, not options (Issue #3931)

Something that came up in rpmdeps man page refresh (#3926):

rpmdeps currently implements everything but --alldeps as inclusive options, but since the different types of dependencies aren't indicated in any way, this is just useless and buggy. --provides/--requires and friends should be exclusive *operations*, not options.
