You're not the first to stumble upon this, and there's also a ticket on it: https://github.com/rpm-software-management/rpm/issues/1057. See the linked PR in there for some background.

As obvious as the fix seems, we can't apply it as-is because this breaks the thing. "The thing" has some broken underlying assumptions that need to be addressed for this to be fixable.
