[Rpm-maint] [rpm-software-management/rpm] Drop support for rpmbuild --nodirtokens (PR #3939)

I've been mulling this over because as-is, this is an API and ABI break and I'm not sure we want to do that just now.

Lets just remove support for --nodirtokens from rpmbuild and leave the library side alone for now. rpmbuild is in reality the only interface people use to building packages, so it achieves the goal of disabling --nodirtokens library side-effects. And that way, we can still ship it in 6.0 too.
