[Rpm-maint] [rpm-software-management/rpm] Add _find_debuginfo_extra_opts (PR #3958)

This is related to https://bugzilla.redhat.com/show_bug.cgi?id=2322893 where they find extra_opts is not working - big surprise when this never went upstream. So lets fix this mess here and now, and use the same name as already established in RHEL 9: _find_debuginfo_vendor_opts.
