[Rpm-maint] [rpm-software-management/rpm] Add a man page for RPM dependency generators (PR #3957)

Reworked the structure a bit, to make it more like a *reference manual* and less like a *guide*. That gets rid of a lot of unnecessary filler text and should make the page easier to skim. It also allowed for using precise version tags, as we discussed above.

All of the suggestions so far should be fixed now, except the EXAMPLES section which I still need to update. I'll do that on Friday.
