[Rpm-maint] [rpm-software-management/rpm] Add a single query switch to show all "scriptlets" (Issue #3698)

We had a long offline discussion about this, related to terminology in the upcoming rpm-scriptlet(7) man page. These things *are* commonly known as "rpm scriptlets", even the subject of this ticket suggests just that. So we might as well call the switch `--scriptlets`. 

We'll just need to update the --help output and man page references to use consistent terminology.
