[Rpm-maint] [rpm-software-management/rpm] Address Buildsystem rough edges and shortcomings (Issue #3965)

Now that people have had a chance to actually try the declarative buildsystem out in the wild, we're getting feedback on what works and what could use some improvement, such as https://github.com/rpm-software-management/rpm/discussions/2997

This will be used as the "epic" ticket of such work, eg the above discussion needs to be distilled into individual subtickets for this.
