[Rpm-maint] [rpm-software-management/rpm] pgpDigParamsSalt symbol unresolved when WITH_SEQUOIA=OFF (Issue #3970)

**Describe the bug**
Linker issue seen when rpm source built without sequoia support. See the logs under Output

**To Reproduce**
Steps to reproduce the behavior:
1. Follow the build steps.

Please link or attach the packages or spec files involved.

**Expected behavior**
No linker issue

**Output**
