Taking some time to hack on the code, the "return type" is already packed in top half of the "type" `uint32_t`. We could split that range into two 1-byte values.

Alternatively, I could add an entry to the `headerTagTableEntry_s` like the `extension` field, which I thought was going to be more disruptive than the "type" approach. It looks like it really wouldn't be, so I'll go look at that instead of tinkering with the type information (which gets persisted into an rpm header).
