[Rpm-maint] [rpm-software-management/rpm] Add a man page for RPM dependency generators (PR #3957)

Basically, to sum up the latest fixup commit:
- Use more descriptive placeholders everywhere
- Restructure some sections so that the relevant macros stand out and their descriptions are self-contained (like a config file man page that simply lists all the macros), making them easier to skim
- Make the Protocols section cleaner and easier to read
- Minor wording fixes and tweaks
