This is based on top of #4169 because these are closely related and would conflict otherwise, so filing as a draft for now: the one-shot modifier needs to be reviewed first. But putting this out lets people at least have a look and poke at it.

Besides making built-ins immutable as done in the PR, there are probably loads of other macros that should be made immutable now that its possible, stuff like %defined(), %undefined(), the %bcond-macros and so on.
