[Rpm-maint] [rpm-software-management/rpm] Document rpmkeys output and the overall verify policy in some detail (PR #4170)

Figured that it'd be easier to adjust the section directly and push a fixup commit, so I did just that. It rewords a bunch of stuff and shuffles some paragraphs around, but I feel like we're getting there. :smile:
