I started adding something like "For verification specifically, success means passed verification under the current policy for all arguments." but somehow that seems even more confusing that just omitting it. The return code is such a weird mess. 

I also just realized it has a nice little bug in that 256 failures will cause the cli result code to wrap around to zero, and thus return the wrong value. I remember already fixing this issue once in the codebase but apparently some different context...
