[Rpm-maint] [rpm-software-management/rpm] RFE: optional one-shot/cached macro expansion (#1155)

Basically: there's nothing wrong with declaring a one-shot macro as global. That's what they normally are, the only exception is inside parametric macros. It's the double-expansion in conjuction with %global that's just ... weird. It becomes rather apparent when trying to explain it in the docs 🤪
