[Rpm-maint] [rpm-software-management/rpm] Use git tags to determine RPM version strings (PR #4178)

Based on our separate chat, here's the new AC:

- Stick to the .99 format (it's the most portable)
- Have a human-readable version string for display (and some filenames, like the tarballs)
