Thanks for clarifying!

With respect to #3270: from my perspective, either approach would be fine when `RPMVERSION` is not set — emitting all deprecation warnings or suppressing them entirely. As long as rpm package installation doesn't crash, I'm happy. =)

Regarding third-party tools: besides the [Java RPM Builder](https://github.com/ctron/rpm-builder), there are several other non-rpm tools that produce RPM packages, e.g. [rpmpack (a Go library)](https://github.com/google/rpmpack) used by [nfpm](https://github.com/goreleaser/nfpm), though I haven't used that one myself.

And yes, feel free to include the reproducer package in the rpm test suite! It currently has MIT set as the license identifier — I hope this is okay for this purpose.
